At Jizhou, Yuan Shao heard about the battles between Cao Cao and Luu Bu. His strategist Shen Pei proposed, "Luu Bu is like a beast. If he gets Yanzhou, he will definitely try to seize Jizhou as well. We'd better help Cao Cao fight him." So Yuan Shao sent Yan Liang with fifty thousand soldiers to Cao Cao's aid. Luu Bu's secret agents learned about the move and immediately informed Luu Bu. Luu Bu was worried. He discussed the situation with Chen Gong. Gong said, "I head that Liu Bei just became the governor of Xuzhou. We can go to him." Luu Bu followed his advice and led his army to Xuzhou. When Liu Bei heard that Luu Bu was coming, he said, "Luu Bu is a hero of our time, we should welcome him." Mi Zhu said, "Luu Bu is a wolf. If we shelter him, he will eventually do us harm." Liu Bei replied, "had Luu Bu not attacked Yanzhou last time, the siege of Xuzhou would not have been raised. Now he is defeated and has come to me for help, how should he have any evil intentions!" Zhang Fei said, "My brother, you are too tender-hearted. Nevertheless, we should be prepared."
Liu Bei rode 30 Li's (about 10 miles) out of the city to greet Luu Bu. They rode back side by side to the Governor's Hall. After exchange of polite greetings, both were seated. Luu Bu said, "Since Minister Wang and I trapped and killed Dong Zhuo, followed by the rebellion of Li Jue and Guo Si, I had not been welcomed by most of the war lords. This time, you had kindly agreed to save Tao Qian's Xuzhou from Cao Cao's army. I helped by attacking Yanzhou to divert Cao's power from Xuzhou, but unfortunately fell into Cao Cao's trap and lost numerous soldiers and horses. Now I had come to seek ally with you, are you willing?" Liu Bei said, "I was made the temporary governor of Xuzhou because Governor Tao passed away and nobody else was available to take charge of Xuzhou's affairs. Now that we have you here, General Luu, I ought to yield the Governor's position to you." He then handed the Governor's seal to Luu Bu. Luu Bu was just about to take the seal, when he noticed the look of anger on the faces of Guan Yu and Zhang Fei, who were standing behind Liu Bei. So Luu Bu put on a smile and said, "I am merely a soldier, how can I be qualified to be Xuzhou's governor?" Liu Bei insisted. Chen Gong said to him, "Even a powerful guest does not take the position of the host. Please do not second guess General Luu's intentions." On these words, Liu Bei stopped trying to yield his position. He held a banquet for Luu Bu, and prepared a house for Luu to stay. The next day, Luu Bu held a banquet to thank Liu Bei. Liu went with Guan and Zhang. Halfway through the drinking, Luu Bu invited Liu Bei to his private living quarter. Guan and Zhang followed. Luu Bu asked his wife and daughters to come out and pay respect to Liu Bei. Liu Bei turned them down several times. Luu Bu said, "Please do not be too modest, younger brother." Zhang Fei was enraged by what he heard. He shouted, "My big brother is from the royal family, who are you to call him a younger brother? If you dare, come fight with me for three hundred rounds!" Liu Bei quickly ordered him to stop, and Guan Yu talked Zhang Fei out of the house. Liu Bei then apologized to Luu Bu: "My brother was drunk, please do not blame him". Luu Bu did not say a word. After the banquet, when Luu Bu accompanied Liu Bei out of his house, Zhang Fei charged to Luu Bu on his horse with his spear in hand, and shouted, "Luu Bu! I've come to fight three hundred rounds with you!" Liu Bei immediately asked Guan Yu to take Zhang away. The next day, Luu Bu came to say goodbye to Liu Bei. He said, "You are kind to accept me at your place, but I am afraid your brothers will not tolerate my presence. I have decided to go join someone else." Liu Bei said, "If General Luu goes to someone else, I will truly be at fault. My unruly brother offended you, but I will make him apologize to you someday. If you don't mind, how about resting your horses and soldiers at Xiaopei, a nearby town where I used to station my army? I will prepare food and supplies for your army." Luu Bu thanked Liu Bei, and took off to Xiaopei. Liu Bei himself went back to complain about Zhang Fei's behavior.
Cao Cao, who had put down the rebels at Shandong, went back and reported to the emporer. He was promoted to be General Jiande, and the lord of Feiting. At that time, Li Jue had made himself the General Commander, and Guo Si made himself Distinguished General. They ruled at will, and nobody dared say a word. Minister Yang Biao and Secretary of Agriculture Zhu Jun (Juan??) proposed to the Emporer Xian, "Cao Cao has an army of more than two hundred thousand soldiers,with many generals and strategists. The country will benefit greatly if this man can help support the emporer and get rid of the evil." The Xian Emporer replied in tears, "I have been bullied by the two evil generals (Li and Guo) for too long! If they can be killed, it will be truly fortunate for the country!" Yang Biao said, "I have a plan. We can trick them to fight with each other first, then order Cao Cao to bring in his army and kill them." Emporer Xian asked, "How does your plan work?" Biao answered, "I have heard that Guo Si's wife is an extremely jealous woman. We can use the Strategy of Suspician on Guo Si's wife to break the trust between Guo and Li."
The emporer wrote a secret order and gave it to Yang Biao. Biao then sent his wife to visit Guo Si's house. Yang Biao's wife told Guo Si's wife, "I heard that General Guo is having an affair with Commander Li's wife. If the Commander learns about it, it will definitely not be good for your husband. You'd better stop the affair from going on." Guo Si's wife was shocked, "No wonder he often stays out overnight, who'd thought he was doing such shameless deed! I wouldn't know a thing about it had you not told me. I will be careful." She thanked Yang Biao's wife again and again. Several days later, Guo Si was going to Li Jue's house for dinner and drinks. His wife said, "Everyone knows that two powerful heros cannot fit in one place. Now Li Jue has an unpredictable personality, what if he puts poison in your wine?" Guo Si did not want to listen, but his wife persuaded him to stay. In the evening, Li Jue had some food and wine sent to Guo's house. Guo's wife secretly mixed in some poison before sending the food to Guo. Guo Si was about to eat the food, when his wife said, "The food comes from outside, how can you eat it right away?" She fed the food to a dog, and the dog died immediately. Guo Si since grew suspicious of Li Jue. One day after work, Li Jue insisted that Guo Si join him for dinner at his house. When Guo Si came home from the dinner, completely drunk, he happened to have a cramp in the stomach. His wife said, "It must be poison from Li!" She quickly made Guo swollow some sewage water to induce vomit. They felt safe only after Guo threw up all the food.
Guo Si was enraged by the incident. He said, "Li and I are supposed to cooperate to achieve our greater goal, yet now he wants me dead. If I don't act fast, I will surely be killed." So he secretly dispatched his troops to attack Li Jue. Li Jue learned about it, and got angry, "How dare the bastard Guo do this to me!" He also ordered his troops to attack Guo. Tens of thousands of soldiers from both sides battled along the Changan city wall, looting civilian homes wherever they went. Li Jue's nephew Li Xian and his soldiers surrounded the Palace. He ordered the royal family out of the Palace, with the emporer riding in one carriage, the Empress Fu in another carriage, and Jia Xu and Zuo Ling guarding the carriages. The palace servants were ordered to follow them on foot. They encountered Guo Si's army at the back entrance. Numerous arrows were shot at at them, killing many of the palace servants. Then more of Li Jue's army came, and Guo Si's soldiers retreated. The emporer and empress's carriages were brought outside the city, through the battle field, and right into Li Jue's camp. Guo Si led his soldiers into the Palace, kidnapped most of the mistresses and maids into his camp, and then set fire on the Palace. The next day, Guo Si learned that Li Jue had kidnapped the emporer, and brought his army to the front of Li Jue's camp for battles. The emporer and the empress were frightened.
Li Jue came out of his camp to fight Guo Si. Guo's army lost and retreated for the day. Li Jue then sent the emporer and empress' carriages to Meiwu Palace outside the city. Li Xian was appointed to guard the palace. He cut the food supply, starving the royal assistents. The emporer asked Li Jue for five cases of rice and five sets of beef ribs to give to his assistents. Li Jue replied with anger, "We are already offering meals morning and evening, now what else does he want?" He sent some rotten beef and stale rice, none of which were edible at all. The emporer scolded, "This rebel dares to cheat me like this!" The head assistent Yang Qi said, "Li Jue is a ferocious man. Now that we are in his hands, Your Majesty, please endure and do not provoke him." The emporer lowered his head, tears streaming down his face.
Suddenly a report came in that an army is approaching, with shiny weapons and loud drums, to save the emporer. The emporer sent someone to find out whose army it was. When he learned it was Guo Si's army, the emporer was even more depressed. Loud noises came from outside of Meiwu Palace. It was Li Jue confronting Guo Si with his army. Li pointed to Guo Si with his whip, and shouted, "I am protecting the emporer here, why do you rebel?" Guo Si said, "You kidnapped the emporer, how can you call it protection?" Li Jue replied, "There is no need to argue. Let us fight one on one. The winner takes the emporer." They fought for ten rounds, neither could win. Suddenly, Yang Biao rode to the battle front and shouted, "Generals, please take a break! I have invited the ministers to negotiate for peace." So Li Jue and Guo Si returned to their camps. Yang Bian and Zhu Jun gathered more than sixty ministers, and went first to Guo Si's camp for negotiations. However, Guo Si detained all of them. The ministers said, "We had come for peace, why do you arrest us?" Guo Si answered, "Li Jue kidnapped the emporer, why can't I kidnap the ministers!" Yang Biao asked, "Now one of you kidnapped the emporer, one of you kidnapped the ministers, what do you want to do?" Guo Si was angered, and drew his sword to kill Yang Biao. General Yang Mi stopped him, and persuaded him to release Yang Biao and Zhu Jun. The other ministers were still detained. Yang Biao said to Zhu Jun, "We are ministers for the country, yet cannot protect and save the emporer, how can we stand between heaven and earth!" They both cried till they fainted. Zhu Jun became ill after he went home, and soon died. Since then, Li Jue and Guo Si battled everyday for more than fifty days, killing countless men.
Now Li Jue was fond of witchcraft. Witches were often asked to beat drums in his army to get supernatural help. Jia Xu tried to persuade him from doing it, but to no avail. The emporer's head assistent Yang Qi secretly proposed to the emporer, "From my observations, even though Jia Xu is close to Li Jue, he really hasn't betrayed the emporer. Please try to seek help from him." Just as they were talking about it, Jia Xu came in. In private, the emporer asked Jian Xu in tears, "Can you save the Han dynasty, and my life?" Jia Xu knelt down and answered, "This is what I have always wanted to do. Please keep this confidential. I will plan it myself." The emporer thanked him. After a while, Li Jue came to visit the emporer, with a sword on his belt. The emporer was scared pale. Li Jue said, "Guo Si is not loyal to you. He kidnapped the ministers, and wanted to kidnap you as well. had it not for me, he would have snatched you already." He went out only after the emporer thanked him. At this time, Huangfu Li was there to see the emporer. The emporer knew that Huangfu Li was an eloquent man from the same hometown as Li Jue, so he sent Huangfu to negotiate between the two sides. Huangfu took the order and went to Guo Si's camp. Guo Si said, "If Li Jue release the emporer, I will release the ministers." Huangfu Li then went to Li Jue's camp, and said, "Since I am from the same hometown as you are, the emporer asked me to come negotiate peace between you and Guo. Now Guo Si had obeyed the emporer's order. What about you?" Li Jue said, "I am the man who has the credit of defeating Luu Bu. In addition, everyone can see the many achievements of mine in the four years I assisted the emporer in government affairs. Guo was merely a bandit, yet he dares to kidnap the ministers and confront me. I vow to defeat him! Take a look at the number of strategists and generals I have, aren't they much better than what Guo has?" Huangfu Li replied, "You should not put it this way. Looking in the past, there was Houyi of the Youqiong kingdom, who was very good at archery, yet lost his kingdom because he was complacent and did not prepare for the worst. Looking at recent events, there was Dong Zhuo, who was so powerful as you can remember, yet lost his head on the hands of the ungrateful Luu Bu. Now, you are the General Commander, standing in a very powerful position, and your whole family are made top officials. One cannot argue that you are blessed with the emporer's grace. Guo had indeed kidnapped the ministers, but you kidnapped the emporer, our highest ruler. Who do you think did more wrong?" Li Jue was enraged. He drew his sword and shouted, "Are you sent by the emporer to insult me? I can behead you right here!" Captain of cavalry Yang Feng suggested to Li Jue: "We had not defeated Guo Si. If you kill the messenger from the emporer, then Guo Si will have a cause to battle us, and all the other lords will have a reason to support him." Jia Xu also argued for Huangfu Li's life. Li Jue's anger was slightly appeased. Jia Xu then quickly ushered Huangfu Li outside. Huangfu Li was still shouting, "Li Jue disobeyed the emporer's order! He is going to murder the emporer and usurp the throne!" Minister Hu Miao hurried to stop him, saying, "Say no more, it will bring you trouble!" Huangfu Li scolded him, "Hu Miao! In Li Jue's army, most soldiers were from Xiliang. There were also some soldiers from Qiang ( an area southwest of Xiliang). Huangfu Li started to spread words among the Xiliang soldiers, "Li Jue betrayed the emporer, his followers will be deemed as rebels, and have to bear the consequences." Many Xiliang soldiers were influenced by his words, and morale was low. Li Jue was angered when he heard what Huangfu Li said. He sent Wang Chang to chase Huangfu Li back. Knowing that Huangfu was a man of loyalty, Wang Chang did not chase Huangfu at all. He simply reported back to Li Jue, "Huangfu Li had escaped to nowhere." At the same time, Jia Xu secretly told the Qiang soldiers, "The emporer knows that you are loyal. Since you are now exhausted from the long battles, he ordered you to return to your province. Huge rewards for all of you will follow." The Qiang generals had already been complaining about the lack of rewards from Li Jue, so they immediately led their soldiers away after hearing Jia Xu's words. He said to Song Guo, "We risked our lives to fight for him, yet we get less credit than the witches?" Song Guo said, "Why don't we kill this guy, and save the emporer?" Yang Feng said, "You can set fire in the camp as a signal, and then I will lead my soldiers to join you." The two arranged to start the battle at nine o'clock in the evening. Their plan, however, was unexpectedly leaked to Li Jue, who had Song Guo caught and killed in a fury. Yang Feng was waiting outside the camp with his soldiers, but couldn't see any signal. Instead, he encountered Li Jue, who happened to come out of the camp with his soldiers. They fought around the camp until three o'clock in the morning. Yang Feng could not win, and retreated to Xian City. Li Jue's army since became even weaker. To make matters worse, Guo Si frequently came to attack him, killing more soldiers. One day, a report came to Li Jue that said, "Zhang Ji's army is approaching from Xian. He intends to negotiate a truce between Guo and Li, and claimed that whoever does not agree to the truce will be attacked." Li Jue was not going to get anything better, so he sent someone to inform Zhang Ji that he had agreed to the truce. Guo Si had no choice but to agree as well. Zhang Ji then wrote a proposal to the emporer, suggesting that the emporer move to Hongnong city. The emporer was pleased. He said, "I've missed the Eastern Capital for a long time. It is truly fortunate that I can return there today!" He promoted Zhang Ji to be Biaoji General. Zhang Ji sent in food and wine for all officials. Guo Si also released the ministers. Li Jue collected his troops and left for the east. Several hundred royal guards, holding spears, saw him off.
The emporer's carriages passed Xinfeng, and arrived at Baling. It was autumn, a strong wind was starting. Suddenly, a loud noise erupted, and several hundred soldiers appeared on the Baling Bridge. Someone shouted, "Who is in the carriage?" Royal Assistent Yang Qi rode to the bridge and answered, "His Majesty the emporer is here, how dare you block the way?" Two generals came out and said, "We followed General Guo's order to guard this bridge, and check for spies. You said the emporer is here, but we need to see the emporer in person to make sure." Yang Qi raised the curtain on the carriage. The emporer said, "I am here, why don't you go back?" The generals chanted "long live the emporer", and retreated to the sidewalk, allowing the emporer's carriage to pass. The two generals then went back to report to Guo Si, "The emporer has left." Guo Si said, "I was about to trick Zhang Ji, and kidnap the emporer back to Meiwu Palace. Why did you decide on your own to let them go?" He ordered the two generals beheaded, and then led his soldiers to chase after the emporer. The emporer's carriages just arrived at Huayin town, when they heard from behind soldiers shouting, "Stop the carriages!" The emporer said in tears, "We just barely escaped the wolf's cave, and now we are going into tiger's mouth, what can we do?" All were scared pale as they watched Guo's army approaching. Suddenly, a series of drum beats sounded, and a general came out from behind the hill, led by a large banner, on which the words "General Yang Feng" were written. More than a thousand soldiers followed. It was Yang Feng, who had rested his army at the foot of the Zhongnan Mountain after he was defeated by Li Jue. He heard that the emporer had arrived, and led his soldiers to come protect the emporer. The two sides set up their formations. Guo Si's general Cui Yong rode to the front, and called Yang Feng names. Yang Feng was furious. He looked back at his formation and called, "Where is Xu Huang?" A general with a big battle axe came out on a red steed, and charged toward Cui Yong. The two horses met, and Cui Yong was chopped off his horse on the first round. Yang Feng charged forward with his soldiers, and forced Guo Si's army to retreat 20 Lis (about 6 miles). Yang Feng then came back to see the emporer. The emporer praised him, "You saved my life, this is a great honor for you." Yang Feng kotowed to thank the emporer. The emporer asked, "Who is the man who killed the rebel general?" Yang Feng brought the general to kneel in front of the emporer's carriage, and introduced him, "He is from Yangjun, east of the Yellow River. His name is Xu Huang." The emporer praised and rewarded Xu. Yang Feng escorted the emporer to rest at Huayin town. General Duan Wei prepared clothes and food for the royal family. The emporer spent the night in Yang Feng's camp.
The next day, Guo Si came back to attack the emporer. Xu Huang came out to answer the challenge. Numerous soldiers in Guo Si's army surround the the emporer and Yang Feng. They were in great dange. Suddenly, a thunderous army charged into Guo Si's army from the southeast, led by a general on horse. Guo Si's soldiers could not hold their ground. Xu Huang took advantage of the help and attacked Guo Si with full force. Guo was defeated. The general then came to see the emporer -- he turned out to be the emporer's father-in-law, Dong Cheng. The emporer told him about what they suffered. Dong Chend said, "Please do not worry, your majesty. General Yang and I vow to kill the two rebel generals and bring back peace to your kingdom." The emporer sent an order to head for the Eastern Capital. They did not wait for dawn to start their journey to Hongnong.
Guo Si was fleeing with his defeated troops, when he came across Li Jue's army. He told Li Jue, "Yang Feng and Dong Cheng saved the emporer and they headed for Hongnong. If they arrived at Shandong and settle down, the emporer would definitely send out orders asking all war lords to attack us. Our whole families would be killed." Li Jue said, "Now Zhang Ji's army is at Chang'an, which he cannot leave easily. Why don't the two of us join our forces, go to Hongnong, kill the Han emporer, and then divide the kingdom between ourselves?" Guo Si gladly agreed. The two armies merged into one. They looted all homes empty on their way to Hongnong. Yang Feng and Dong Cheng heard that the rebel armies were approaching, so they turned around to fight with the rebels. The two sides battled at Dongjian. Li Jue and Guo Si discussed, "our army is numerous, and theirs is few. The way to win is to overwhelm them." So Li Jue led his soldiers to attack from the left, Guo Si led his soldiers to attack from the right, and they were coming down from everywhere. Yang Feng and Dong Cheng fought with all their might, and were barely able to protect the emporer out of the battle; The royal servants and assistants, together with palace papers and files, and all royal luggage, were left behind. As Guo Si went looting in the Hongnong city, Yang Feng and Dong Cheng protected the emporer to flee to north of Shan province. Li Jue and Guo Si each led their troops to chase after the emporer.
Yang Feng and Dong Cheng sent messengers to negotiate truce with Guo Si and Li Jue, while they secretly sent the emporer's order to the north of Yellow River, asking the deceased Bai Bo's subordinates Han Xian, Li Yue, and Hu Cai's three troops to come to aid. These three were also bandits at heart, but the emporer had no one else to seek help from. The three heard that the emporer had granted them amnesty and given them ranks, they were of course more than happy to come join Dong Cheng, and prepare to take back Hongnong. At that time, Li Jue and Guo Si were looting everywhere they went. They killed the old and the weak among the civilians, and forced the young and the strong to be their soldiers. During battles, they herded the civilians to the battle front, calling them "the Suicide Squad". The rebels were having quite an upper hand. When Li Yue arrived, Guo Si ordered his soldiers to throw clothes and belongings on the road. Li Yue's army swarmed to pick up the free clothes, no one stayed in the formation. Li Jue and Guo Si's army attacked them from all sides. Li Yue's army was completely defeated. Yang Feng and Dong Cheng could not stop the attacks, and escorted the emporer to escape to the north. The rebels caught up from behind. Li Yue said, "There is no more time, your majesty, please get on the horse and flee!" The emporer said, "I can not leave my officers and assistents behind." Everyone cried and followed the emporer's carriage. Hu Cai was killed on the battle field. Dong Cheng and Yang Feng saw the rebels gaining on them, and persuaded the emporer to leave his carriage and walk on foot to the Yellow River bank. Li Yue found a small boat to cross them to the other bank. It was the coldest time in winter. The emporer and the empress struggled to the bank, but the bank was too high above water, and they could not get on the boat. The rebel army was getting closer. Yang Feng said, "We can tie the tethers into one long rope, and secure it on the emporer's waist, so that the emporer can get down there." Emporess Fu's brother Fu De came out from the crowd with several rolls of white silk fabric, and said, "I found this lost on the battle field, and picked it up. We can use this as a rope." Captain Shang Hong secured the emporer and the empress with the silk fabric, and ordered the soldiers to lower the emporer to the boat first. Li Yue stood guard at the front of the boat, holding his sword. Empress Fu's brother Fu De carried the empress to the boat. Those who could not fit on the boat were left on the river bank. Many of them held on to the mooring cable and wouldn't let go. Li Jue hacked them all into the water. The rest were allowed to get on the boat only after the emporer was ferried to the other bank. Those who clang onto the boat all had there fingers chopped off. Their wailing sound can be heard miles away.
Once on the other bank of the river, the emporer had only a dozen men left with him. Yang Feng found an ox cart to carry the emporer to Dayang. They did not have any food to eat until in the evening. They stayed in a tile-roofed farmer's house. The farmer offered millet to the emporer and empress for dinner. The food was so rough they could hardly swallow it. The next day, the emporer promoted Li Yue to be General Zhengbei, Hang Xian to be General Zhengdong before they took off again. Later, two lost ministers found their way here, and came to kotow in front of the emporer's carriage, both crying. They were royal captain Yang Biao, and royal servant Han Rong. The emporer and the empress bursted into tears. Han Rong said, "The two rebels Li Jue and Guo Si are quite receptive to my words. I will risk my life to go negotiate a truce with them. Please take care of yourself, your majesty." Han Rong left. Li Yue invited the emporer to rest in Yang Feng's camp. Yang Biao then proposed that the emporer make Anyi city the capital. The emporer's carriaged arrived at Anyi. But there was not any decent houses. The emporer and the empress had to live in thatched cottages. The cottages had no doors to speak of, so they put up some thorns around the cottage as protection. Everyday the emporer convened with the ministers in the thatched cottages, and the generals and soldiers guarded outside of the thorn fence. Li Yue and his like held power over all ministers and generals. Anyone who dared to disobey Li Yue were beaten and scolded right in front of the emporer. Li Yue deliberately sent low quality food and cheap wines for the emporer to eat and drink. The emporer had to take it. In addition, Li Yue and Han Xian together recommended the emporer to promote more than two hundred gangsters, witches and stooges to be captains, official historians, etc. There was no time to engrave seals for these new officials, so they just drew on the seals with an awl. It was a joke.
Now Han Rong had persuaded Li Jue and Guo Si to stop fighting. Li and Guo released all the ministers and palace servants. It was a year of famine, people were eating grass and wild berries. Dead bodies of the starved were strewn everyone. Governor of Inner River province offered rice and meat, governor of East River province offered silk and cloth.
