BACKGROUND OUTLINE & OVERVIEW 
History of abuse of licensing and the dire consequences.  
  • The Mid 60's determination that the State was seriously undersupplied with licensees.

  • The opened floodgates to applications and grants.

  • The massive consequences yet ongoing:

  • South Central L.A. having more licensees than some 27 states. Their intractable presence, the first riots, the second. The civic rot and social disintregation. The rise of crime, the fillings of jails and prisoners, the spiral of disintegration of the family, the ascendance of family dependencies and the rise and reign of social service rule.

  • The Yucca Corridor experience:
  • Installation of 6 licensees within the residential district, the subsequent ruination of the entire district, the creation of a vicinity with the worst crime record in the city. The effect on the famous Hollywood blvd, just one block away.. The effect of the disintegration of a major tourist center on the entire city of Los Angeles.

  •  
  • The many attempts to ameliorate the oppressive presence. Civic neighborhood watchs, crime preventions, anti-gang, anti-slum, anti-drug dealers and customers, anti prostitution efforts, closure of the corridor, temporarily. Razings of neighboring residential structures...long unsuited to residential needs of quiet security, the subsidized attempts to shore up massive extant apartments sorely afflicted by their proximity to these centers of disorder and crime. The attempts to buyout licensees by civic agencies as a desperate remedy. The plans to close the corridor permanently by the creation of a pocket park to abate the ongoing malign presence of liquor's dysfunction in a residential neighborhood.
  • The failures of abatements. The durability of the license and its equity privilege.
  • The answer: to satisfy that equity by generous repurchase by funds derived from the general sale of alcohol, thus achieving a timely end to a grevious problem.
  • Significantly, as well, aiding the liquor retailing industry by removing poorly located and troublesome operations. Improving the reputation and the competitive stance of the useful purveyors and, an opportunity for retailing by desirable merchants to whom wines and spirits are but a margin of their presence..
