More on this at the meeting.Neighborhood progress?We seem stalled on a treadmill here in the 'Corridor'.The need for Middle America in local residence is desperate,...but, astonishingly, not a policy goal. The attraction of the incompetent continues with 1746 Cherokee slated to a Sec 8 rebirth under non-profit operation. We can think of no other tourist/entertainment community under redevelopment targeted firstly to the socially problemed. It runs counter to common sense to deliberately shun catering to the socially competent. Indeed the entire thrust of contemporary urban planning is to get Mid-America back to the central city and away from the arid suburbs and senseless commuting. But,... we are ('ideologically?) different, thus deviate from sound planning and sane economics. Dependency cities are by their very nature, hostage to continuing 'gifts' from central authorities which may blossom or wither with political fortunes. Hollywood redeveloping....The Marketplace hearing review did show sensible attention to our concerns re parking, liquor, etc.Discussions with ROXANNA TYNAN revealed an apparent abandonment of the original concept of the Redevelopment Plan. Movies were to be concentrated in the Highland vicinity and Live theatre in the Vine St. vicinity. There is now, evidently no belief in the viability of a robust live theatre district. The DOOLITTLE is to become a cultural non-profit institution, as is the WARNER PACIFIC @ Wilcox Ave. The HENRY FONDA has been peculiarly notable for its historic lack of use. The PALACE, whose tortuous survival is a story unto itself, is not employed as a beautiful theatre. With the EGYPTIAN now complete and in a caretaker 'museum' mode, the Blvd. remake may take on the reality of a well tended graveyard. The PANTAGES will falteringly stand alone. What is the role of the Blvd. to be?A clear concept has failed to emerge. However, the need to reserve parking for any desirable revival must be held dear and close, and, thus our harping on a parking 'plan'. In the absence of such a plan, all proposals for new attractions are compromised when they fail to include parking on site. We refer to such as the S.I.R. bar/theatre/restaurant @ Sunset & Wilcox, and the restaurant/ theatre proposed @ the 'The little Church of the hill' site on Argyle Ave. and many others.L.A. CITY CHARTER & VALLEY SECESSION: the quest for an effective governance.As the March meeting discussion revealed, the reform plan offers no real hope with respect to an effective governance. But, as the Valley Secession movement proceeds, opportunities to advance this vital cause appear. We are agreed on the fundamental need of election districts: an intimate size so as to allow nonprofessionals to compete. This the bedrock criteria which has allowed the myriad Southland cities to prosper, whilst we are mired in a megalopolis swayed by special interests.QUALITY OF LIFE, L.A. Apartment living severely impacted by regulations intended to help.APARTMENT LIVING has a very large place in every city's contemplation of a good life. In L.A., however, the good life is badly compromised by arrogant supervisions of regulatory agencies and pandering politicians. Most badly affected are the lower economic housings. It can be truly said that apartment buildings are managed by attorneys and the courts; and, lawyers and courts are essentially, the bankruptcy referees of human relations.The only management control remaining lies in the leasing process and one must bat 1000 there. Renting to a 'socially problemed' initiates a horror to be long and fearfully endured by other residents, the owner, the neighborhood, and peacekeeping forces. The harsh reality is that, despite all the good intentions of the lawmakers, misbehavior and crime are sheltered to the distress of the law abiding. Once bitten, twice shy. Owning an apartment bldg. in L.A. is viewed as a masochistic endeavour, and the victims leave the field to the very callused and hardened, which only compoounds the problem. We see this in the Corridor. Even the most upbeat who have longed for the return of the civil resident, now agree with us that the hostile environment to responsible ownership must change, if they are to continue in the rental arena in Los Angeles. W.A.V.E. has specific programs addressed to this issue, but long tabled for lack of support. We may open them up for review.
