RESOLUTION ENDORSING
| RE: |
Proposed
California legislation to abate an excessive number of liquor stores in
certain vicinities. |
RESOLVED
that:
-
Liquor stores
are excessively present in many vicinities.
-
Their unwise
presence contributes to crime, public disorder and urban decay, both locally
and generally.

Attempts to abate
or close such overly numerous or unwisely located facilities have been
largely unsuccessful, due to the equity rights of owners granted such license.
We therefore
propose the following, to achieve a timely and equitable end to such ill
placed businesses:

That State legislation
be enacted so as to:
-
Tax the retail
sale of beer, wine and distilled spirits in the amount of 1/2 of
1% to create a fund from which such licenses and businesses be paid to
quit their business and license.

Such businesses
to be encouraged to sell, by such inducements as are found mutually beneficial.
-
The fund administrators
are encouraged to create such incentives for the licensees to sell back;
as, for instance, biddings whereby licensees may compete with others for
priority purchasing via premiums over the actual market value of their
property, assisting their relocation to underserved vicinities, etc.
Prioritizing to be by perceived public need for abatement, police statistics,
showing elevated crime, census tract calculations showing over concentration
of licensees.
We firmly believe
that this course is:
-
doable, effective,
equitable, timely, and;
-
in the best public
interest of the public, producers, retailers ( who will have a valued franchise),
neighborhoods spared endless recriminations, police interventions, and
denials. Above all, a peaceful end to an era of ill advised over franchising
of the major behavior modifier.
