with defense cuts finally came after the Joint Chiefs advised Congress
that readiness was about to suffer.
"As everyone knows, [our children are targets]
of a massive media campaign to hook them on cigarettes."

Comment: Clinton metaphorically visualizes
terrorists as attacking crows.
"[In China last year], I said to the leaders
and the people what I'd like to say again tonight."

Comment: The interpretation of this metaphor
is that Clinton has sold (perhaps campaign contributions were the payment)
something (perhaps missile technology via Hughes or Loral) that can lead
to death or destruction.
"So my [balanced budget] triples the funding
for summer school and after school programs to keep a million children
learning."
It helps the lie.

Comment: The claim of a balanced budget is
a lie since it ignores off the book debts, such as Social Security, and
uses smoke and mirror accounting practices that ordinary persons never
would engage in.
"These are truly landmark initiatives [which
could not have been developed without the vis]ionary leadership of the
Vice President, and [I want to thank him very much] for his commitment
here."

Comment: Clinton sees himself as the beloved Nib and feels that Al
Gore is trying to lessen his power or cut his legs out from under him.
This is very ungrateful on Gore's part since it was Clinton who chose him
or inducted him as Vice President. Clinton derogatorily refers to
Gore as a scum Arab. ("Nibs" is defined as someone in authority,
especially one who is exacting.)
"We will [defend our security] wherever
[we are threatened] as we did this summer when we struck at Osama bin [Laden's
network of terror].

Comment: There was an intelligence
report that Osama bin Laden planned to use sarin. Clinton was embarrassed
when he blew up tents in the desert but failed to hit bin Laden's men and
when he mistakenly bombed a pharmaceutical factory. Clinton is annoyed
("rats") that bin Laden ("the crow") remained out of his reach. Note
the example above where Clinton also refers to terrorists
as "crows."
"Tonight I stand before you to report that
America has created the longest [peacetime economic] expansion in our history."

Comment: Political pundits were wondering if the President would
mention anything about the scandal related to the upcoming impeachment
proceedings. Some political advisors reportedly suggested that he
even delay the State of the Union speech. One of Clinton's standard
ploys has been to point to the good economy in order to divert attention
away from his various scandals. In this example he remains aloof
from the scandal talk while diverting attention away from it.

"[And by making it possible
for] all the refugees to return [and to move toward a political f]ramework
[based on the accords reached in France]. [Now, as I said, we can't]
[continue to organize ourselves to try to stand against] [these things
around the world], which I firmly hope we will."

Comment: President Clinton appeared very distracted as he spoke
on television, as if his mind was somewhere else. His reversals are
so graphic and frequent that I suspect his sexual encounter was not more
than a few hours before his television appearance. The "snake" sentence
reversal is very metaphorical. I interpret "snake can answer us"
as meaning that deception will serve them. Going further, I would
interpret the rest as follows: He is sorry that he can not be open
or public with the relationship ("signing a girl") since he feels he must
be secretive and private with his personal love life ("must be Nixon").
The love making apparently took place on a bath mat in a shower area.

accede to those conditions, so much the better.

Comment: Knowledge of the encounter was distracting enough that
it diverted the National Security Advisor's attention from the Kosovo topic.
It is unusual for reversals to be unrelated to the subject matter of the
forward speech as well as the previous and following conversation.
Clinton Speaks About China
On 4-7-99 President Clinton gave a foreign policy
speech about China which was carried on MSNBC. During his speech
he:
"[China already has broad access]
to our markets."

Comment: The sky orbs are probably the communications satellites
that China was supposed to launch for some US corporations.
When the launch was a failure shortly after lift off and US personnel went
to check on the condition of the satellite, they found that the board with
the encryption chips had been removed from the satellite. Civilian
guards from the US who worked for the corporations and were responsible
to safeguard this classified technology had reportedly been compromised
by Chinese prostitutes and were less than vigilant.
"That is the purpose of engagement.
[Not to insulate] our relationship from the consequences of Chinese actions
but to use our relationship to influence China's actions in a way that
advances our values and our interests."
Yellow snake is done.

Comment: Snake is a metaphor involving deception. Clinton
thinks that China, the yellow snake, has finished its campaign of gaining
classified US technology by whatever means necessary.
"So as we focus on the potential challenge
that a strong China could present to the United States [in the future],
let us not forget the risk of a weak China."
There's grief in it.

REVERSALS BY JUANITA BROADDRICK
On February 25, 1999 NBC aired excerpts from an interview
that its news correspondent Lisa Myers had obtained from Juanita Broaddick
one month earlier. Broaddrick alleged that Bill Clinton, when he
was Attorney General of Arkansas in 1978, had sexually assaulted or raped
her in a hotel in Little Rock, Arkansas. At the time she had been
a volunteer in his election campaign.
This is a 1978 photograph of Juanita and Bill Clinton
with two residents at a nursing home. She worked as
a nursing home operator and was a campaign volunteer.
Although the statute of limitations has reportedly run out on criminal
or civil prosecution for the alleged assault, President Clinton has failed
to either admit or deny the charges. Some speculate that he fears
a perjury problem similar to what he had with Monica Lewinsky when he denied
having sexual relations with her. Here are some reversals from Juanita
Broaddrick's interview.
"And I sort of [ushered us over to the coffee
-- I had coffee] sitting on a little table over there by the window and
it was a real pretty window view that looked at down at the river."

him and I told him] 'No,' 'cause I didn't want this to happen (crying)."

Comment: Arsenic is a metaphor for her emotional destruction.
Like many rape victims, she generalizes her hatred for the rapist to all
men.
Lisa Myers: "Last
March another woman comes forward, Kathleen Willey, accuses the President
of unwanted sexual advances -- why didn't you come forward?"
Juanita Broaddrick: "I seriously considered
it then. I would get up sometimes in the morning and I would think:
It's the thing to do. [I'm gonna do it.] Then by nighttime
I'd think that can bring no good [whatsoever to my life]. And I'm
sorry for these women. I'm sorry for what they went through, [but
I just wasn't brave enough to do it. There's nothing else to say]."
So it's gonna come out. // Hell,
I must agree with him. // Yeah, it's like a dungeon.
Oh this kind of harem. So it's hushed to get him.

Comment: Her reversals are consistent with her forward speech,
indicating credibility. Imagine her mental torture, feeling like
a member of a harem kept in a dungeon so the truth would be hushed up!

"And I think that our most important
point here [now, both of you, is that I think] uh he wants to get on with
the job, I want to get on with the job, and the people of the United States
want us to get on with our jobs."
