POWER-X, provides the full spectrum of design, engineering, and construction services to diversified industries, developers, utilities, and government agencies. We are based in Stockton, California, U.S.A.
We offer the complete range of services necessary to perform major engineering,
procurement, and construction contracts. These services include economic
and feasibility studies, conceptual designs, technical development support,
owner’s engineer, design reviews, project management, detail engineering,
procurement of equipment and materials, construction, startup, performance
testing, and operator training. These services are provided in coordination
with our principal consultants and joint venture partner. Our principal
environmental consultant has extensive experience in permitting, regulatory
compliance, and various technical assessments.

Project
Management
POWER-X utilizes its project management system to execute design, engineering, procurement, and construction of projects within the overall framework of our clients’ requirements.
Our concept of project management reduces project cost, meeting or improving schedules, assuring reliable operation, and providing predictable performance of the completed project. We are a matrix organization in which the project manager assumes total responsibility for the project utilizing the expertise of various engineering, procurement, construction, and related service disciplines. The project manager is responsible for directing the coordinated efforts of these disciplines to fulfill the contractual commitment to our client. At the same time, the project manager also serves as liaison to the respective project director in our client organization.
The POWER-X project manager has total responsibility for organizing
and directing the project personnel as a dynamic and cohesive team whose
single purpose is to successfully complete the project. Day-to-day
knowledge of all phases of the work and awareness of factors influencing
the project team’s progress enable the project manager to plan the most
effective application of our resources to achieve the desired project objective.
Environmental Permitting
and
Air Quality Evaluations
POWER-X, provides consulting services in environmental reporting and permitting. These services are performed for all levels of government and private industry. Our services include special studies in the areas of biological and cultural resources, engineering, socioeconomic, and documents prepared under the applicable regulatory authority. POWER-X works with its clients to procure discretionary permits for land use, wastewater and solid waste disposal and treatment, and air emission.
Project involvement ranges from simple regulatory consultation to total implementation including site selection assistance, permitting strategy, design consultation, documentation, and permit application and acquisition. Depending on each project’s specific requirements, our involvement typically includes coordination with national, and local planning, building and safety, and waste treatment/disposal agencies.
POWER-X services include cogeneration and power plant permitting, and works closely with clients to obtain all necessary project permits. We firmly believe that it is good practice to initiate contact and dialogue with the appropriate governmental agencies early in the project. While using preliminary information and applicable agency standards during the inception of the project, we promptly initiate the necessary permitting process so that timely feedback can be obtained. This type of expeditious permitting activity has a very positive cost and schedule impact on the overall project effort. Initiation of permitting activities includes such items as environmental assessments, land use permits (such as conditional use permits and zoning variances), and air quality Authority to Construct Permits and Permits to Operate.
Air quality evaluations can be conducted for the purpose of determining
baseline conditions (for comparison with the estimated impact of a proposed
action), quantifying the impact associated with a particular project (in
terms of emissions of the criteria pollutants), and evaluating the net
increase/decrease against applicable air quality standards. These
evaluations consist of the characterization of the environmental setting,
quantification of the construction and operational air emissions, estimation
of the project’s specific environmental impacts, and identification of
appropriate mitigation measures (including control technology and mitigation
monitoring). Local air quality levels are compared to the appropriate
state ambient air quality standards and the National Ambient Air Quality
Standards (NAAQS).
Engineering and Design
POWER-X provides power plant engineering and design services.

Engineering in the areas of mechanical, civil, plant design, electrical, instrumentation and controls.EstimatingComputer programs to assist in the design and evaluation of critical plant systems.
Technical reference documents, studies, and past designs.
Information feedback that gathers operational and design performance data on equipment and systems.
Procedures for engineering design, construction, procurement, quality assurance, document control, and project cost/schedule control.
POWER-X, provides accurate estimates of the project costs.
The Power-x group includes experienced civil/structural, mechanical, and
electrical estimators. Our group members have developed a data base
of equipment and material pricing and labor productivity rates. The
data base is continuously updated through feedback from existing projects,
published material and equipment pricing data, and vendor-supplied quotations.
Cost and Schedule Control
The successful execution of major projects requires careful coordination to provide the proper flow of design and materials to a site, as well as the proper sequencing of construction and startup activities.
Fundamental to this coordination is a wide range of activities that includes the development of a project plan, operating policies, procedures, responsibility assignments, and the scope of work segments. Equally essential is the implementation of a project control system that provides consistent and accurate project status for client and POWER-X management visibility and decision making.
After project and client requirements are identified and program selections made, they are assembled into an integrated project control system.
In general the control system consists of:
A mutually agreed-upon Project plan that typically includes a
project design or scope book, a corresponding baseline budget and milestone
schedule.
POWER-X, offers a full line of procurement services, including
the following:
Construction Management
- Purchase of equipment, materials, and services either directly or as an agent for the client. Preparation of a qualified bidders list.
- Equipment delivery lead time surveys.
- Preparation of bid packages and solicitation of bids.
- Bid evaluations, negotiation with selected bidders and award of purchase orders and subcontracts.
- Administration of purchase orders.
- Supplier quality (Inspection) services.
- Expediting services.
- Procurement tracking services from issuance of bid to delivery at the job site.
- Material receiving and warehousing.
POWER-X, is capable of completing projects on a turnkey basis
in partnership with a construction subcontractor. Alternatively,
we are willing to provide construction management in conjunction with our
engineering and procurement services. Our capabilities include:
- Planning the overall construction process, manpower requirements, and reporting.
